Enrolment Scheme
Effective from 28 January 2014
 
[Special Temporary Enrolment Scheme]
 
The guidelines for development and operation of enrolment schemes are issued under section 11G (3) of the Education Act 1989 for the purpose of describing the basis on which the Secretary's powers in relation to enrolment schemes will be exercised.
 
Windsor School and Burwood School merged to become Waitakiri School on 28 January 2014, these special temporary enrolment schemes have ceased. This special temporary scheme is based on the previous temporary schemes of Windsor and Burwood Schools.
 
This is a special temporary enrolment scheme at Waitakiri School until the school and community have had an opportunity to consider a new enrolment scheme home zone.
 
Home Zone (Windsor School)

All students who live within the home zone described below (and shown on the attached map) shall be eligible to enrol at the school.
 
·         From the intersection of Marshlands and Mairehau Roads, properties on the southern side to 296 Mairehau Road.
 
·         On the northern side of Mairehau Road from 205 to 357 including Concord Place, North from Mairehau Road on Putake Drive and Puhara Ave to Rothesay Road including Kohi Drive to number 16.
 
·         All addresses between Burwood Road and Puhara Ave (all roads accessed from Rothesay Road).
 
·         North of Mairehau/Burwood intersection, all properties on Burwood Road including Cameo Grove, Suntory Lane, Araucana Way, Minorca Lane and Nederland Avenue up to and excluding the Limes.
 
·         All properties in Waitikiri Drive and Alpine View Lane, including Len Hale Place, John Morel Place, and Timbers Lane.
 
·         From the final number on the southern side of Mairehau Road (296), Chartwell St (including Allstone Pl) along Helmsdale St, south along Burwood Road (including Clarevale St), east on Travis Rd (SH74), along Travis Country Dr (including St Pauls Pl, Lutheran Close, Country Pl, Tintagel Ln, Gunwelloe Ln), back in to Travis Road to the intersection of Bassett St (including only properties on the Northern side of Travis Road between Travis County Drive/Travis Road intersection and Travis Road/Bassett St intersection).
 
Both sides of Travis Road to Burwood Road, including south side streets as follows; both sides of Bassett Street up to intersection with Parnwell St, both sides of Parnwell Street up to Travis Road; Baynes Street up to Robin St, northern side of Robin Street (odd numbers) including Casa Blanca Lane.
 
Properties south of QE!! Drive on Burwood Road to number 71 and 66 (intersection with Carlsen St), both sides of Carlsen Street to Lake Terrace Road. North side of Lake Terrace Road to Marshlands Road.
 
Properties on the eastern side of Marshlands Road to Mairehau Road.
 
 
Home Zone (Burwood School)
 
All students who live within the home zone described below (and shown on the attached map) shall be eligible to enrol at the school.
 
·         The boundary of the school’s enrolment zone will be defined by a line which follows the eastern boundary of Burwood Park (north) and which includes all properties in Kingsford Street (North) and Broomfield Terrace and follows the north eastern boundary of Burwood Park.
 
·         The eastern boundary of the Kingslea Residential Centre and continues northwards to follow the eastern boundary of the Shirley Golf Course crossing Lake Terrace Road and turning east to follow the southern boundary and eastern boundary of the Shirley Golf Course as far as Queen Elizabeth 11 Drive. 
 
·         The boundary then follows the middle of Queen Elizabeth 11 Drive and Travis Road to the middle of the roundabout linking Travis Road with Anzac Drive. The boundary will then follow the centre of Anzac Drive southwards to the South bank of the Avon River. 
 
·         It then turns west to follow along the south bank of the Avon River and crosses Hulverstone Drive to follow the eastern boundaries of the properties on the eastern side of Mervyn Drive, which have Mervyn Drive as their street address then in an arc to the west along the southern boundaries of the properties on the southern side of Mervyn Drive and deviating to include all properties in De Courcy Place and Waddell Lane.
 
·         Then west between No’s 118 and 120 Avondale Road, then across Avondale Road, then between No’s 121 and 123 Avondale Road, then to follow the southern boundaries of all properties on the southern side of Prestwick Street and between No’s 1102 and 1104 Avonside Drive.
 
·         Then across the Avon River and upstream to a point aligned with the southern boundary of No 269 Locksley Avenue, then west along the southern boundaries of all properties on the southern side of Arnst Place.
 
·         Then in an arc to include all properties at the western end of Arnst Place, then north to follow the western boundaries of properties on the western side of Stiles Place to the southern boundaries of properties on the southern side of New Brighton Road, which have New Brighton Road as their street address, to the middle of Cresswell Avenue and then north west to the starting point on the eastern boundary of Burwood Park (North).
 
Each year, applications for enrolment in the following year from in-zone students will be sought by a date which will be published in a daily or community newspaper circulating in the area served by the school. This will enable the board to assess the number of places which can be made available to students who live outside the home zone.
 
 
Special Programmes
 
This priority category is not applicable at this school because the school does not run a Special programme approved by the Secretary.

 
 
Out of Zone Enrolments
 
Each year the Board of Trustees will determine the number of places which are likely to be available in the following year for the enrolment of students who live outside the home zone. The Board will publish this information by notice in a daily or community newspaper circulating in the area served by the school. The notice will indicate how applications are to be made and will specify a date by which all applications must be received.
                            
Applications for enrolments will be processed in the following order of priority:
                                              
First Priority              This priority is not applicable at this school because the school does not run a special programme approved by the Secretary for Education.
Second Priority          will be given to applicants who are siblings of current students.
Third Priority             will be given to applicants who are siblings of former students.
Fourth Priority           will be given to any applicant who is a child of a former student of the school.
Fifth Priority              will be given to any applicant who is either a child of an employee of the board of the school or a child of a member of the board of the school.
Sixth Priority             will be given to all other applicants.
                                                                                        
 
If there are more applicants in the second, third, fourth or fifth priority groups than there are places available, Selection within the priority group will be by ballot conducted in accordance with instructions by the
Secretary. Under Section 11G (1) on the Education Act 1989. Parents will be informed of the date of any ballot by notice in a daily or community newspaper circulating in the area served by the school.
 
Applicants seeking second or third priority status may be required to give proof of a sibling relationship.
 
Transitional Arrangement
 
Applicants who are siblings of previous students of the Burwood and Windsor Schools and their current address is as shown on the attached schedule for transitional arrangements will have the right to enrol as if they are in-zone.
